I think these settings were used either with the Blur brush or a Watercolor brush. Try it out with both, whatever works.

I use this brush on a daily basis. Trust me. It's really handy. And free for you to use ♥

Oh, well in SAI there'll be some empty spaces in your brushes area. Right-click and hit Watercolor or something or another, and adjust the settings of that brush to look like this :3
